The Deputy Vice-Chancellor (Administration) of the University of Ibadan, Professor P. O. Olapegba, FNPA, fspsp, has called for the removal of artificial boundaries among African nations, stating that true greatness for the continent lies in unity and collaboration.

 

Professor Olapegba made the call while receiving a 19-man delegation from the Republic of Liberia on behalf of the Vice-Chancellor, Professor Kayode O. Adebowale, mni, FAS, fspsp. The visit was in connection with a special training programme hosted by the UI Postgraduate College, focused on fiscal decentralization, county treasury management, and local financial administration.

 

Commending the Liberian government for initiating the training, the DVC described the programme as a laudable effort towards enhancing governance structures. He emphasized that both Nigeria and Liberia stand to benefit from peer learning, which is critical for advancing governance across the continent.

 

“African countries face similar challenges. We must come together, collaborate, and solve our problems internally instead of relying wholly on the West,” Professor Olapegba stated. He added that initiatives like this training foster symbiotic relationships that promote development and self-reliance.

 

The DVC also noted that decentralization, as being explored in the training, would help bring governance closer to the people and ensure democratic dividends reach the grassroots.

 

The Provost of the Postgraduate College, Professor A.S.O. Ogunjuyigbe, revealed that discussions on the collaboration began in October 2024 following a request from the Liberian government. The request was for the University of Ibadan to train top Liberian officials to enhance efficiency in implementing decentralization policies.

 

According to the Provost, the 10-day training will cover extensive academic content and include visits to historic and cultural sites in Ibadan and Oyo town.

 

Leading the Liberian delegation, Dr. Romeo D.N. Gbartea explained that Liberia, currently operating a unilateral system of government, is preparing for a transition to decentralization. He noted that the training will play a critical role in ensuring a smooth and effective process.

 

The delegation includes county superintendents, senior officials from Liberia’s Ministry of Finance and Development Planning, and personnel from t

he Revenue Authority.
